Debris removal is one of the major assistance disaster programs specified in the Stafford Act (Title IV, Sec 407), which gives FEMA the authority to distribute federal funding to communities recovering from disasters. Accordingly, FEMA encourages communities to take a proactive approach to creating and managing a debris removal operations as part of their overall emergency management plan.

Debris management is also one of many competing priorities agencies must manage during such events. It is important that disaster debris be properly managed so as to protect human health, comply with regulations, conserve disposal capacity, reduce injuries, and minimize or prevent environmental impacts.
