The Texas Division of Emergency Management use a multitude of resources and programs to assist in the administration of the Public Assistance and Hazard Mitigation Grant Programs
TDEM utilizes survey 123 to assist with the PDA process. Survey123 can be downloaded to an iPhone or iPad from the Apple Store.

This site is for the online applications and management of the Public Assistance (PA) and Hazard Mitigation (HMGP) grant programs from FEMA to state, local, and federally recognized tribal governments and certain private non-profit entities. The PA is a federal reimbursement program that assists state, local, and tribal governments and certain private non-profit entities in returning a disaster area to pre-disaster conditions. The HMGP provides significant opportunities to reduce future loss of life and property, to protect public infrastructure and to build disaster resilient communities through mitigation planning. https://grants.tdem.texas.gov/

The PA Program Delivery Model is the process used by FEMA to deliver grant assistance to applicants following a disaster declaration. Projects are segmented based on the complexity of the type of work. Workflows are transparent and accountable through the online Grants Portal tool. The process also pairs specialized staff, roles, and responsibilities to fit applicants’ needs; and, centralizes processing to ensure consistency across multiple disaster operations.
Communities interested in applying for a PA Grant should contact their local or state emergency manager to begin the process and submit a Request for Public Assistance Form. Applicants are highly encouraged to submit their forms through the online FEMA Grants Portal for faster processing.
