State of Texas Emergency Management Plan

Mission

To support and enhance the state’s preparedness by developing and managing a comprehensive, all-hazards emergency operations plan that clarifies roles and helps coordinate resources before, during and after an incident of state significance.

Resources

The State of Texas Emergency Management Plan consists of a Basic Plan, functional annexes, hazard annexes, and other supporting documents. The state plan is updated on an ongoing basis with state planning partners and stakeholders, coordinated by TDEM, taking into account the needs of the whole community.
