Texas Emergency Management Advisory Committee (TEMAC)
In an effort to improve emergency management throughout the state of Texas, the Texas Emergency Management Advisory Committee (TEMAC) was established to provide independent, strategic, timely, specific and actionable advice to the Texas Division of Emergency Management (TDEM) Chief. TEMAC is comprised of over 200 emergency management professionals from across the state. An Executive Committee, sub-committees, advisory councils, and working groups meet quarterly to make recommendations in the following areas:
- Strategy and Policy
- Coordination and Leadership
- Management and Implementation
- Evaluation and Feedback
Legislatively mandated councils and work groups under TEMAC, focus on issues as assigned by the Texas Legislature.
DPC was authorized and established by the 76th legislature (HB 2660) in 1999, subsequent to the establishment of the Drought Monitoring and Response Committee (75th legislature, SB 1). The chief of the Texas Division of Emergency Management is the state drought manager. The state drought manager is responsible for managing and coordinating the drought response component of the state water plan.
The EMPG Working Group determines strategies for equitable distribution of funding, recognizing the legitimate interest of stakeholders and implementing criteria based on those findings.
The Operations Technology Committee studies all technologies related to emergency management. The WebEOC Working Group and GIS Working Group report to the Technology Committee.
FRAC is a permanent special advisory committee created by Chapter 421 of the Texas Government Code to advise the governor or the governor’s designee on homeland security issues relevant to first responders, radio interoperability, the integration of statewide exercises for hazards, and the related use of available funding. The council has membership from law enforcement, firefighters, private first responders, emergency medical services and others determined by the governor or governor’s designee.
SHMT continuously identifies natural hazards and directs available mitigation funding toward protecting Texas citizens and their property from future losses due to those hazards. Additionally, the SHMT contributes to the development of the State of Texas Hazard Mitigation Plan by sharing input on mitigation issues from other agency perspectives. Members participate in the planning process as part of the planning team and can address strategy from their perspectives and working knowledge of hazard-related issues.
STEAR focuses on practices, procedures, updates and recommendations for the free state registry developed to provide local emergency planners and responders with additional information on the needs of individuals in their community. The DTF was convened in late 2011. This task force serves as a resource to TDEM to provide input to the Texas emergency management community that will enhance state and local emergency management planning and response and promote preparedness efforts for Texans with disabilities.
TEMAT was established under TDEM in 2016 as the result of the Post Incident Response Team (PIRT) concept produced by First Responder Advisory Council (FRAC) members and the Dallas/Fort Worth Emergency Operations Support Team. The group focuses on development of practices and procedures for TEMAT deployment.
