TDEM will accept applications from May 10, 2021 through September 7, 2021 at 5:00 PM for the Hazard Mitigation Grant Program (HMGP) designated in the Major Disaster Declaration for DR-4572 Hurricane Laura for the Hazard Mitigation Grant Program (HMGP) designated in the Major Disaster Declaration for DR-4572 Hurricane Laura affecting Galveston, Jasper, Jefferson, Newton, and Orange counties.
The application period will be open from May 10, 2021 through September 7, 2021. The initial available funding estimate provided by the Federal Emergency Management Agency (FEMA) is $4,837,202. This figure may change at the one-year mark. Eligible subapplicants include: state agencies, local governments, tribal governments, and certain private nonprofit organizations. Projects from jurisdictions within the declared counties will receive top priority, and regional flood projects associated with the affected watersheds will receive additional consideration.
All entities seeking funding under this opportunity must have a FEMA approved Hazard Mitigation Action Plan at the time the project is submitted to FEMA for consideration and at the time an award is made with the exception of projects to develop or update mitigation plans. An exception to this requirement may be requested on a case-by-case basis in accordance with FEMA’s 2015 HMA Guidance.
Applications must be received by TDEM through the Grants Management System(https://grants.tdem.texas.gov) no later than September 7, 2021 at 5:00 PM in order to be considered for funding.

April 2021: The webinars below will walk participants through the steps necessary to complete an application when applying for a Hazard Mitigation Grant Program (HMGP) opportunity using the new GMS module.
Participants must register in advance for these training sessions. After registering, participants will receive a confirmation email containing information about joining the session.
Each session contains the same material, participants may join more than one session if desired.
