Quality Assurance Section

Overview

The Quality Assurance Section is responsible for:

  • Verifying compliance with rules and regulations
  • Review appeals, scope modifications, time extensions, project closeouts, account activations and account closeouts for completeness
  • Updating State Administrative Plans and Disaster-Specific Administrative Plans
  • Facilitating TDEM’s Single Audit, and other audits and reviews
  • Managing grant award timelines

Single Audits are required under Title 2 of the Code of Federal Regulations, Subpart F. Any entity expending more than$750,000 in federal funding during its fiscal year is required to obtain an independent audit of these funds in accordance with Generally Accepted Government Accounting Standards.

Grants Management System (GMS)

The Grants Management System (GMS) is a cloud-based web application which is used to track awards administered by TDEM. 

These awards include: FEMA’s Public Assistance (PA), the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), Building Resilient Infrastructure and Communities (BRIC), and the Emergency Management Performance Grant (EMPG). In addition, GMS also administers the Coronavirus Relief Fund (CRF) and Coronavirus Relief Fund for Local Education Agencies (CRF-LEA) through the Coronavirus Aid, Relief, and. Economic Security (CARES) Act, along with the Coronavirus Local Fiscal Recovery Fund (CLFRF) through the American Rescue Plan Act (ARPA).
